A grand jury in Rockwall County has indicted a high school teacher on felony charges of sexual assault. The teacher Kevin Lawrence Carr, faces between two and 20 years in prison if convicted on charges, which include maintaining an improper relationship between a teacher and student. He may also be fined $10,000. The Quinlan Independent District Board is expected to decide on a proposed suspension and termination of Carr at a board meeting next week.
